It's because although the U.S. Latino population is enormous, "
Latino"
isn't technically considered a race.

e.g., Cameron Diaz and Zoe Saldana are both Latina, but they're not the same race.


So Latino gets a separate question. Something like: are you Latino or non-Latino?
